Default Odd bogging issue

Hey guys, I have a 98 civic DX hatch with a d16y8 swap in it. This swap was converted to OBD1 since I am running a p28. The car doesn't throw any codes at all but still whenever I'm driving, if I remain at the same RPM for a while the car starts to bog and slows down when I press on the gas. What's even more confusing is that if I shut the car on and off real quick the problem goes away and the car runs like normal. I'm not sure what could cause this :S. It seems to only happen with p28's also, because when I ran an LS ECU it didn't have the bogging issue, but when I try 2 different p28's I get this problem. Any insight for a new member?

go to the LS ecu and be done with it

Well if I do that I lose gas mileage and vtec, so I was looking into something more then letting my car run rich the whole time.
