Default 94 EJ1 D16z6 (What would you do?)

Hello all,
I have aquired a 94 EJ1 Black with a D16z6 (stock as of right now)
I dont want to do an engine swap!!! I will rebuild the D16 if needed. The engine has 116000 miles. The only thing I have done is rear drum to disc. I'm still working on this.
My goal is to get the most WHP with out burning it up. I did a computer job for a lady, she paid me with the car, so its basically a toy. It only cost me $540.00. It wont be driven daily, but I do delivery pizza on the weekends for extra cash and I plain on driving it then.

It has been sitting for 2 years..
The car runs but idle is messsed up. 900 to 1500 up and down!!
I have swap the map and tp sensors but no luck.
Flushed the cooling and still no fix!!

Budget:
I dont want to spend more then $5000(My wife would kill me), including paint job. Quotes on paint are $1500 to $2000 (Has some rust)
So budget is about $3000 on engine, suspension and interior. I will put more money into it as time gos but 3 grand is what I have to play with right now!!
The local tunner shops are very expensive, so I will be buying items from ebay/internet.

Anyway give me your input what would you do with this car and $3000!!!

It all depends on what your goals are from the car. If you want the most WHP, as you said, you're not going to get that out of a D series. Why is a swap out of the question?

With $3K you could easily swap and peice together a turbo kit, if you're knowledgeble enough.

I would not however invest $3K into a D series.

This subject has been brought up MANY times before. Search this forum, there's a lot of input from more knowledgeble people.

If you've searched around here about the idle issue, you probably already know, but I'd take a look at the FITV on the throttle body for the idle issue. No guarantee that that's the issue, but where I'd start and an easy thing to check and adjust if necessary.

If you have rust and need paint, that's your $3k right there. Sorry. :hs:
:edit: mis-read original post. If you have rust and need paint, and it's only costing you $1500-2k, you're either getting a screaming deal or some suspect work done.

Hunt down the idle problem (how thoroughly have you rooted through all the vacuum lines?), do a compression test, and if everything checks out, put together a junkyard turbo setup. A healthy stock d16z6 can really scoot with the right parts. It'll cost you around $1000 +/-. Save the rest and take your wife on vacation.

ehh, id go with some suspension/brake upgrades first.
having a turbo'd civic with stock suspension and brakes is just queer, i would know.
you can build a turbo kit for around 1500 with quality parts. it wont be a show stopper but you can have a quick car for that.
it really depends on you and how mech. inclined you are.

your bouncing idle is from either a vacuum leak or your IACV needs adjusted/clened i would say

I live in Kentucky not California or Florida, $1500 to $2000 is just right for bodywork & paint job... Plus I know the guy... He dose good quality work...

No vacuum leak that I can find... Going to pull the IACV off and clean it
We'll see if that works...
