00 buddy club
This is the route I took when I was modding my car...

Of course there were a lot of other things that were being done to the car in between those, but in terms of modding it cosmetically, this is the order that I've done it in.

I really dont like how it looks when a car has a kit , stock wheels and not dropped. It just doesnt look right. Now those wheels would look cool with a lip but not a buddy club front bumper. If she really is thinking about dropping it , I say do that 1st. Like said earlier so she can get used to driving with the new setup. Also with the drop you can see how much clearance you have left for a bumper. So when you go kit shopping you can go measure that as well to see how far it will sit off the ground.
yes definately lower the car first... if she wants it really dropped (2"+), tell her to get urethane lips and then she can get the LS rims and it'll match quite nicely.. if she really wants the buddy club.. she shouldn't lower more than 2" b/c that kit is HuGe.. also, LS rims will not go w/ that kit, it's too wild.. just my 2 centz
