One would hope so. Toe is changed by the turnbuckles under the car for the front and slotted bolts on the back.

Think of toe like looking down at your shoes. If you point your toes inward that is toe in, outward is toe-out.

Both will wear your tires pretty quickly. Whereas lots of negative camber you are just rolling on it. Both if you have bad toe AND bad camber your tires will wear extra super fast.

Little camber is good for cornering. Cars usually come with toe-in for safety of the everyday driver as it's more stable. Toe out is good if you are autocrossing or road racing since it makes the car turn-in quicker and sometimes dials out understeer. But it can make for a very very twitchy car for everyday use.

I had some toe-out on my 91 Civic Si in SCCA STS class. You could not take your hands off the steering wheel. Sometimes scary but necessary for autocrossing.
