will a 99-00 bumper fit on a 96 civic?

Yes if you change headlights, fenders, hood, and then put then bumper on, otherwise NO

I think you also need a bumper support.

i think doing all that just to put a 99 bumper sounds kind of troublesome!!

but hey if you really want it i guess is just a matter of dedication!

modifying the existing 96-98 rad support doesn't take much.

swapping a 99-00 rad support is overkill
