Default Starter question

for some reason sometimes when i go to start my car the starter will click but not start the car, other times it wont even click.
but most of the time it works fine. i thought it was the starter going out but i put a new one in a few days ago and it still does it.
when it happens if i leave the key on and look under the hood i can hear a high pitched sound,
any ideas?

Default possibility?

Prelude, this could possibly be a short in your starter wires. I'm not sure what kind of car you have, but trace the wires coming off of your starter and see if any of the insulation on the wire is coming off...
