Does your stock cluster work ok? If so, I'd say its definitely the cluster...

Its not the cluster. I swapped in my old stock one and the same lights are turning on. Any ideas?

Did you do something just before this started happening? Add/disconnect any wires anywhere?

The wire harness is from a stock SOHC D15 non-vtec, the only wire that was run was the 3 vtec wires that need to be connected to engage the vtec, but its not connected to harness or the ECU. Still running the stock harness without the vtec sub-harness. The lights are still turning on with my old ECU and all engine plugs are disconnected and the lights are still on.
