A tune-up ALWAYS required changing of the timing belt. Yes, it is a big job and most people dont know how to do it. However, who said everyone knows how to change brake pads, tranny flush, coolant flush, change/gap spark plugs? Just because that person can't do it, doesnt mean its not a required maintenance step.
