This is starting to get old...
If he's able to build up pressure in the intake, there shouldn't be any cracks in the manifold, but I think you're on to something.
The 14b is internally gated. I bet you've got a pretty hefty crack in the exhaust housing of the turbo. Even though you hooked the wastegate back up again, I bet it's not closing all the way, or the flapper doesn't seal on the wastegate port. That can be caused by either a crack, or the wastegate actuator.
Have you tested the actuator to make sure it works? Put your bicycle pump on it, and see if you can get the actuator to move (but don't honk on it too hard or you could bust it). It could be jammed or might have a busted diaphragm. The rod might not be bent or maybe not the right length.
It's got to be the wastegate if your BOV stays closed when the car is running, and if you've sealed up all the leaks, and you still can't build boost pressure.
I guess it's possible that your vacuum stuff is hooked up in the wrong place and that it opens when you start the car... but I don't know how that would happen. What's your boost source for the wastegate?

If you really need my help in person, you're going to have to be patient with me because I have a lot going on right now that would make driving out to you very difficult. The Galant VR-4 in the back has been a pain in my ass this week. The fuel system/ECU upgrade is finished on it. I'll be done with the head tonight and bolting the valve cover back on, then bolting up some parts to make the AC work again... It needs an oil change after that and I can send it home.
The Mirage's AC works as of yesterday and we're actually done with it right now. It didn't have AC before, and the car had been rewired with a '94 Hyundai Sonata wiring harness (the whole car) so figuring that out was a little tricky. It has new coil springs from a 1g FWD talon and it's stance and handling are MUCH better now. HUGE EXPO LRV brakes. The wheels are from a car that was hauled off and crushed. I think we might have $1200 in the whole thing with a brand new engine and it's a frikkin' trip. We got this car for $60.
I have an AC/Power Door Lock/ECU troubleshooting session going on with the GSX (so I can finally install my DSMlink ECU without worrying about frying it)... but that might have to wait until I'm back from California on the 23rd. I have a pile of restoration parts coming in for the interior.
What is it with Mitsubishi and AC problems? :rant:
I'd say this weekend would be the best, but I may have to leave for Naggs Head or my GF will divorce me. If that ends up NOT happening, then I'm sure I can find some time. PM me your celly. We'll figure something out.

alright ive been noticing this over the last few days but wanted to make sure i was hearing what i was hearing before i posted. When i get on the gas while driving and shift at about 5 i can hear a rattle when i shift. It only does it when the car is underload and when its being reved at 3/4 throttle or more. What could this be?
BOV? If it did it above 5g's when you're not shifting, I'd say exhaust leak. How is your boost gauge hooked up anyway? Do you know it works?

PS: The galant is boosting at 20 PSI tonight. We got everything back together on it except the AC and it's running great with the new fuel system. Nobody ever expects this thing to be fast. It's hilarious to see people's expressions when it pulls. Such a fugly car. I love it. Tee hee.
