How can I make my 98 Civic DX a little more powerful and fast?

You can turbo it too, n2o, build it for n/a - same things you can do to any engine.
Why not do a little reading?

you may not have V-TEC, but if you're not looking for a race engine it's not really that much of a concern, if you just want to boost a few ponies, i'd say you're first move should be an exhaust...get about a 2.5" exhaust from the catalytic converter on back with a higher flowing muffler...then an intake, i recomend a short ram intake(SRI) to avoid the concerns involved with a cold air intake(CAI)...and with the intake always be sure to mount a good filter on it, like K&N...all that said and done should run you about $200-$300 depending upon where you get it done...let us know how it goes.

Its just vtec there is no hyphen
IHE is only going to make more noise and not give you any real power on a y7...save your money until you can properly turbo it

do a mini-me swap(sohc vtec head)... increases hp a bit more.... some keep up wit dohcs that i seen...wit some enternals.....

you could be like me and mod it just cause you are too damn curious. bore it (i think max allowed is 70. have a 3 angle valve job done, the ports, have the intake sharper and the exhaust dull. the intake, well we all know that. valve adjustment tighten the intakes about .02 tighter and ex stock , retard timing .02 and get volvo 3 way plugs, find time to go to the market for some meat cause its gonna be a raw change.

Default From one DX to another

I've got a '98 Civic DX and here's what I did:
AEM Short Ram Intake, DC Sports 4-2-1 header, 2.5'' cat-back exhaust with a Jackson Racing High Flow Cat, Mini-me Head Swap (putting an EX head on you're stock block, gives you SOHC Vtec but doesn't really do much for power), ACT HDSS Clutch with an XACT 10lb. flywheel, OBD-1 conversion with a Skunk2 chip and tuned using Crome. yeah it costs money but it's fun to build up a D-series motor. I would suggest doing the basic i/h/e mods first and then going from there. For some real increase in power save up for a turbo. You can run 6-7 psi on the stock block. Oh, and I keep up with DOHC motors
