Click on "post reply" at the bottom of any post, or at the bottom of the topic choose "Go Advanced". Then under the message body, click the button that says "manage attachments" and you can browse for the pics on your pc and upload them.

if it's a digital camera, you just plug the cable that came with it in to your USB port on your PC, and then goto "My Computer", and it will show a Virtual Drive, probably like "D:" or something...
