Help! Programming 99 Civic EX keyless remote!

Help! Programming 99 Civic EX keyless remote!
Recently bought my son a 99 Civic EX. I bought some keyless remotes (not from dealer - but they are Honda remotes for the car). I've followed instructions for programming, but they don't work. Maybe I'm missing something, here's what I've done:
Iginition on (II)
press lock button for at least one second
ignition in accessory position (I)
Did this three times in a row, within the 5 second limit of each step.
Fourth time iginition on (II)
press lock button - at this time the locks are supposed to make a cycling sound, but they don't - therefore the system hasn't entered programming mode and I can't continue. I've tried, but it doesn't work.
Anyone have any suggestions? Is there something I'm missing?

Here's what I bought.
The FCC ID #NHVWB1U523. I'm thinking it doesn't go with my model car?
The radio in the car is the stock model. It's my understanding that for 99 and on it wasn't part of the radio - but I could be wrong. Nevertheless, it is the original radio. I've already had to pry the 5 digit code out of a Honda dealer to be able to reset and use the radio.
I'm about ready to put these puppies back up on ebay.

I don't know if these are the same instructions provided with your keyless entry unit but try it out and see if it works...
