If everything is tuned, correctly (doesn't have to be on the lean side, because that could cause you to fail as well) there is no reason a turbo would make you fail emissions. (assuming all emission control devises are intact)

i couldnt pass for shlit with my turbo and its tuned really wee. I had to gut my bov so I wouldnt boost and dial down my fuel pressure in order to pass. Passed though with flying colors after that
Now some of the newer turbo cars from the factory have 2 cats. One RIGHT after the turbo and the other in the normal location. Along with an extra O2 sensor. If i install an extra high flow cat and run the stock cat, will this let me pass no matter what boost i run?
