Jumping from 1000 to 1700 continuously? Your car's idle should be 700-800. Sounds like too much air is getting past the throttle body, through the IACV. Check for an idle adjustment screw on your throttle body. If you have one, turn it clockwise to stop the erratic idle. Cranking it all the way down should almost stall the vehicle due to not enough air. Then back it off until the idle is correct. Reset the ECU after doing this, but remember your Radio code and presets.

it could be you IACV is bad. put a new one on. cheapest way to get one is buy a TB off eGaymotors, usually for a Y7 it goes for about $7-12, then just swap on the new IACV and then sell the MAP sensor and TPS if you want. I've done it a bunch of times. If your car is a 98 then its about due cause mine went out about 2 years ago then put one from a 2000 on.

your ecu is constantly learning, a reset wouldnt be necessary. when you do adjust the idle screw turn it in 1/4 turn increments and wait about 10 seconds before adjusting again.

just got a new throttle body and I had an Extra IACV and I tried it with both and it still does it. Theres a hole in the throttle body that if I cover it with my finger it idles perfect. I dunno i might just bring it to honda and let them deal with it

also make sure you are using the blue IACV and not the purple one. the purple one is off a Y8 which boasts a higher idle and will make a Y7 idle like yours. the colors i am referring to is the color of the labels on the IACVs
