Newbie...ELD wiring question

Default Newbie...ELD wiring question

I have a hibryd project I am trying to finish up,
I bought a JDM 94 Del sol and according to the 1994 Electrical troubleshooting manual it shows the ELD section as USA part, my question is can I omit this part, the ELD section?

I bought the engine and the ecu P30,
but nothing else I was looking at the wiring diagrams and there is a section on the ELD, so my question is do I need this or is this just for USA cars?
I am not sure what more info I should post.

What chassis/car is it going into? ELD is for US cars only. A JDM ecu will not look for this sensor.

This is going into 1970 Austin Mini,
Thanks.
If I am not going to use it do I just remove the connection at the ECU?
