to get that plastic part out you will have to take the dashboard out, there are screws in every corner of that plastic part
and for the climate control, I think you can unscrew it from underneath, but if I remember correclty the 2 plugs are a b%#$% to unhook, and not even sure if that can be done without the dash out

ok lemme try to remember, there is,
-one that you have to take of the top middle vent to access
-one on each sides that you access by opening the door and removing the rectangular plastic cover
-one that you get by removing the center console(holds the dash to the floor kinda)
- two more on each bottom corners of the dash(just below fuse box, and other below to the right of the glove box
I think thats it, oh and if I remember correctly you have to take the steering off to get the dash out
sorry for the crappy description, if Id be home id post an picture, a picture is really worth a thousand words, ill post a pic tonite if you still cant get it off

You're going to have to remove the dash to get that plastic panel off. The AC/heater control unit is held in place by a couple screws as well. You'll need to take out the radio and the ashtray console to gain access to the screws for that. Also you'll need to unplug the two wire harnesses for the AC/heater unit. I'd recommend removing the steering wheel as well when you go to pull the dash off.
