I've heard good things about the Skunk (and the designs similar to it) the only complaint I've heard was some of them slide (the adjustment) but I believe newer designs fixed this.

you do know that the founder of Omni Power designed the original Skunk2 design right? so yes...they are the same. both designed by the same guy...and both made in TAIWAN. Skunk2 has been around longer and established themselves. but they ARE the SAME design...and yes..one sells for more money than the other.

if you're not going to need camber adjustments very often, I'd go with ingalls.
if you want an adjustable a-arm style, I'd go with SPC over skunk2. Many folks have found the hardware on the s2 kits just doesn't hold up and slips or breaks over time. People who are hard on them often have to modify the s2 hardware with better stuff to make it work. People have also had problems with the inside edge rubbing on the inner fender/strut mount area. I've never heard of any problems with SPC.

so here's a question...
Omni sells their kit for $160 at Modacar, and it mentions something about rear shims....

so do I need a rear kit then? Or are the rear shims something else?
or should I get the ingalls kit instead?

the shims should do you as long as you're not looking for a really precise allignment.
For a daily driver (one that wont be getting allignments often or wont have the ride hight changed often) whatevers cheapest will do fine.
