I will say it now as I always have: SleeperCivicEX (Now SRT_Andy) ran a stock D16Y8 at 11 psi daily with only RC 440s, VAFC, O2 Simulator, Greddy ProfecB Spec BC, and a Greddy 15G kit with a Greddy Type 31 FMIC. It made ~220 whp on pump gas.

tuning can be a broad statement.... consider that most of the internals in your honda-acura engine are pretty darn good off the assembly line. but they don't use the really really good parts. that's why there are better, lighter, more efficient and tougher replacements for pretty much everything.
a 'built engine' is one that has the goods and has had it's computer changed or reflashed or chipped or something, (i'm no expert).... read tuner mags. if you can't afford them a lot of magazines have a .com with archives. this post is getting way too long.

and tunig is pretty much changing air/fuel ratios to be stoich (search) or slightly rich
a lean air fuel mixture will destroy your engine...
plus timing is changed also which affects the combustion process
