It's been moving. Just seems to be fairly tight (maybe from too much rust). Someone suggested from HT to cut a slot and use an impact driver.

That's a good sign that it's moving. I'm guessing to try again with the bolt extractor (get another one). It is a craftsman tool, so they should replace it for free.

Try this just make sure you cut the slot deep enough

Now if I wanted to drill it out, do I just keep drilling the inside???? How would one drill a screw out?

Drill the center out of the screw, start with a small bit then keep using bigger ones till most of the screw is gone. Then use the easy out, then trace the threads to clean them up.
