Don't know what to tell you mang. Seems like that bolt is welded on there or something...

It's been moving. Just seems to be fairly tight (maybe from too much rust). Someone suggested from HT to cut a slot and use an impact driver.

That's a good sign that it's moving. I'm guessing to try again with the bolt extractor (get another one). It is a craftsman tool, so they should replace it for free.

Try this just make sure you cut the slot deep enough

Now if I wanted to drill it out, do I just keep drilling the inside???? How would one drill a screw out?

Slot w/ impact driver didn't quite work. How would I drill out that screw?

Drill the center out of the screw, start with a small bit then keep using bigger ones till most of the screw is gone. Then use the easy out, then trace the threads to clean them up.
