No cracks in the compressor wheel, no in-out shaft play=probably a good turbo. A slight amount of warpage is acceptable on the compressor fins as long as there are NO CRACKS.
A TD04H will be a great turbo for a D16. TD04H housings were used on 1.6L Mirage/Colt GT's and that thing is probably a 13c from one of those. This is someone's old junkyard setup. You may have paid a bit too much, but at least you didn't have to find all the stuff to piece together because it was already used on someone else's car, so it should all work out.
2g SMIC's can be had for $50-$75 (if you look around), 13c turbos can be found for under $150 in the DSM circles (but getting hard to find). I don't know what a Greddy manifold or Blue Box costs, and I'm not totally clear on what pipes he's selling with it. He said "DOWN PIPE IS GREDDY", but it isn't pictured. I see a lower IC pipe, but I don't see a downpipe. I expect as much from sellers that type in all caps.
If you don't get a downpipe, this will add to the cost of the upgrade. You'll need to get one fabbed, and most importantly, you will need gauges so you can avoid overboosting your factory rods, or melting anything from running lean. You'll also need an intake and a new filter, oil lines, coolant lines, boost controller, BOV, upper IC pipe, and a fuel pump.
On second thought, maybe it isn't too much money. It's a good thing you're picking it up in person, and it's a good start. That turbo will spool very quickly with a 1.6L. Probably by 2200 RPMs.

Oh yeah... That intercooler looks really beat up. Make sure if you cover the outlet and blow in the inlet that it doesn't hiss. Boost leaks are bad for a turbo because they cause the turbo to over-spool, and that's what that turbo would have been through already since that's the intercooler the guy used.
