Idle at 2,500rpm's wtf?

Okay so I was getting a CEL for TPS qand my car was idleing like shit. So I bought a new TPS off ebay and commenced to replacing it. Then I got no CEL but shitty idle. So I take off the IAC valve and it looks like shit. So I grab the one off the B16A sitting in my garage and slap it on. Still idling like shit so I call a friend and he comes by with a hnew throttle body assembly for his B16A that he has not had a chance to install. We install the new throttle body (new TPS, MAP, etc.) and the car starts up and idles at like 2,500rpm's. No more crappy idle but it's idleing way too high. And when it warms up, it only drops to like 1,500rpm's. The car runs great, no loss of power and seems even smoother before but that fats idle tells me there is something else wrong but there are no CEL's. I tried resetting the eCU but it's still the same. BTW, I'm using a chipped p28. I have a 88-91 B16A ECU, should I try that and see what happens?

I believe it's supposed to be between 600-700rpms
Sounds like a vacuum leak like said above. Considering replacing the throttle body gasket.
