It's called parasitic loss, much like a supercharger. As stated before it's not going to work by simply removing the fuse, you need to at minimum pull the belt or completely remove the system (pump, belt, and the rack). It's about a 50 pound difference if you remove everything, not including the horsepower that is freed up from the crank.
