My guess is that his best is going to be a 15 flat on 5.5 if he can keep his 60 foot under a 2.3
That's a huge difference between his car and yours. He's 5.5 psi non-intercooled. You're 8 psi intercooled. You're 2516 pounds, he's not too far off at 2390 pounds. Either way, we are in agreeance, there is no way he'll hit 14.5 on the setup he has now.
