Check that it's really the cable vs. the throttle body itself. Unhook the cable & lube the cable.

Otherwise, remove the throttle body & clean it. Particularly where the throttle plate closes almost against the wall of the throat. Maybe you can reach in there with a q-tip & TB cleaner without taking it off?
