How do I get rid of the horizontal piece that goes across the air dam on the pre-98 Integras (as Shingo nicely re-worded)

I've seen people just clip it off and hide the slits but I want mine to look nicer.

My plan was to cut it off and re-enforce the backside of the opening with metal brackets (something like a really big modified “L” brackets) then cover it with a sheet of diamond cut grill. So it would be nicely secured. However the two slits would still be there. So how would I go about patching that?

To sum it up, I want it to look like this:


Any info would be great.
