Thats the reason its a problem now in the first place, you waited too long. The longer you wait, the worse it will be, and that stuff will eventually get into the paint to the extent that nothing will get it out.

Wash it, clay it, try some heavy duty paint cleaner. If that doesnt work, take it to a pro, and hope he can get it out.
