no they're not illegal unless you put an engine in that is older then the vehicle, also, it's fine to swap in a JDM engine unless you have emissions which I don't. Even then, I'm SURE you can find someone to pass it anyway
i don't believe it matter about emissions in your state, jdm motors are illegal since they were not designed to meet federal emission laws.
