There's only a few things on that circuit, including the alt, speed sensor, ELD(electric load detector) and ECM/PCM. Here is a diagram of the circuit. How much do you know about electronics? You are going to have to do some resistance tests on the wires. I'm guessing you have a short somewhere, that's why you keep blowing fuses. Blowing fuses is a load problem, not a voltage problem. Something is shorted somewhere, whether it be the alt(internally) or a wire going to it. You are going to have to unplug wires and do some searching, or take it to honda and let them do it if you don't know how or don't want to.
