Default obd explanation

first of all, i know what obd is but im confused on another issue. does obd only matter based on the ecu and the wiring harness? does it have anything to do with the actual engine itself? basically, im lookin to buy a jdm motor online for my 92 civic lx sedan which is obd1. im goin with a b16a sir2 but im a little weary to buy a motor from 92-95. they say their engines only have a certain amount of miles on them, but still the engine is from 92-95, how can they guarantee that? so i guess my real question is, is the engine actually newer, but a obd1 ecu is included? ive searched all around the forums to figure this out, just couldnt find it. any help would be freakin awesome. thanks a lot! also, anybody ever do business with jspec auto (www.jspecauto.com)? if so, any good, bad? any input would be great, thanks!:naughty: :naughty:

two other quick questions. anybody know if my cold air intake (d15b7) will fit on this engine, or do i need to get a new one? also, will my radiatior be sufficient, or do i need a better one?
