with that sort of slam you will scrape like a mo fo...it's not because of the wheel size but the wheel width. I wouldn't drop it more then an inch or so. If you want it to look lower in the rear or the front, get a kit.
BTW ~ I have a 3in+ drop *peep sig* , fenders are rolled and I still scrape
Granted I have 17's but the width is only 7.5
Also, I wouldn't recomend 19's on any civic. If you want BIG with no tire, get 18's with a 35 size tire. I would also recomend bigger brakes. Huge wheels with little 10in brake discs looks silly
