I've been lowered on stock shocks for 2 years now. No problems. Of course if you have the money, I'd go for nice aftermarket shocks. I think I'm going to get some Koni's this spring.
Lowered car looks better than stock, regardless of the wheels. Although if you were really low, it would look weird with hubcabs.
A lot of Accords look really clean with a nice drop and OEM alloys. I have 15" Prelude alloys on my car right now for winter, looks decent.
Like mentioned above....kit with no drop and stock wheels...looks kinda backward.
IMO...drop first, then wheels, then kit.
