Sorry to burst your bubble,but that is not a vtec head.In order for vtec to work you need lines to carry oil pressure to active the vtec changeover,Just being able to fit vtec cams doesn't make it work,as a matter of fact the vtec cam is usless in there without the changeover.There is a lot more to it than the cams and springs.
The first two qoutes there don't say anything to imply that anything more was done to make it vtec other than change the head,since that is what is done when someone wants a vtec,not going and finding someone who can remachine it.The ones after that were after I said that it was bulls hit.
Stock doesn't mean USDM,stock means as it came from the factory.Your on the internet,it is a bigger world than the town you live in.The ZC is a stock motor here.
Your compression doesn't have anything to do with your injectors,the amount of fuel your putting in the cylinders does.
