Cut springs are a big no no. When you lower your car you decrease the distance the suspension is able to travel to absorb bumps. If you just remove coils from the springs you already have, you not only make them shorter but also softer. So they have less time to absorb the impact and less ability to do so. Your typical set of lowering springs is stiffer than stock to make up for the decreased suspension travel. If you want to lower your car on and do it right, get a set of quality lowering springs and some new shocks.
Also I'm not a fan of 17's on Integras but that is a separate issue.
