1. department is broke and needs revenue
2. cop is having a bad day
3. a pedestrian got hit in the area recently
You rarely see tickets for 1 or 2 mph over. Weather and equipment positioning screw with readings.
I'm not sure how other states work, but in NC, individual Departments don't get a cent of the money from citations. We get an annual budget from the County every year. The only time our town (not Department) makes money is from issuing a Town Citation. But like I said, that money goes to the Town, not the Department. And again, that's just in my state/county
