That lower revlimiter means the ECU is not engaging VTEC. I would look into the VTEC solenoid and pressure switch wires, and make sure they are all hooked up correctly. If you have access to a Helms manual, I would double check all the pins and make sure they are correct, because I remember some of the Apex'i ecu pin diagrams are a bit wrong. Good luck,
