They fall into that wierd area where yes they shoot a bullet and use powder to do so, but because it is a caseless ammunition it is an unregulated weapon which is why many former felons hunt black powder.
hate to tell you but that's incorrect

here in MI i know if it's anything under 30 inches it requires a pistol permit. if it has a silencer of any sort then it's also illegal.

in illinois anything over 700fps or over .80 caliber is considered a firearm and follows all laws pertinent to a reg long gun.

New jersey you cant
NYC you cant
philly you cant
