Actually no they don't (I looked recently) and much like a black powder rifle you can buy them 50 state shipped with absolutely no FFL requirements.
They fall into that wierd area where yes they shoot a bullet and use powder to do so, but because it is a caseless ammunition it is an unregulated weapon which is why many former felons hunt black powder.
