Or you could go the all motor route and do the I/H/E, testpipe and a set of cams and still be spanking Rsx-s.

Ummm show me a dyno plot please. Although i do agree with that stock the RSX handles better. Not that im an RSX hater, shoot i have one myself. Its just that he's asking for advice and its seems like your a bit biased towards the acura. And unless you have facts or have ever driven one/workked on one you would know that its not as overweight/heavy as most people think. With some simple mods the lude can be in the 14's easily.
first of all, 200lbs is a "big" difference. why can a 180 hp celica GTS keep up with type S stock to stock , cus it's 200 lighter! and stock type S and GTS can do high 14s

yes boosting the H22 is a simple way, bigger engine with some boost , who else can't do ?

my car dynoed at a peak 190 whp with AEM SRI, 5Zigen exhaust and Hondata ECU. now I am getting 4-2-1 header and also putting on CAI and intake gasket, expecting it to go 195-200 whp. now if you calculate back to hp at flywheel, that's about 235 hp.

depends on which area you are heading, can't really say which car is easier to mod you know?
