When the captain jumped in the water, the seals had them lined up already ready to snipe, but didn't fire because they didn't have authority to. They should have had authority to act on their immediate commander's say. That's the way a well run bureaucracy works. Individuals at the local level are given the permission to act on their training without having approval from dozens of people–who are not even present in the situation.
