Naw man. A county wouldn't put a dent in the border situation. It's all-or-nothing. It would take a country. Legalize it.
I think an Amsterdam-like policy (which is actually under a lot of scrutiny in Amsterdam right now) would both stimulate the economy (better than selling our children into government-imposed slavery), and take the wind out of Mexican cartel's sails. It would also bridge a lot of social gaps without all of the social problems of alcohol. Granted there would be a few that would still persist.
For instance... the unemployed would be so baked and happy, I doubt they'd look for work. Maybe they can get a job growing and selling weed?
