Yea, I would replace the water pump. The top hose is getting hot just by heat transfer. If they both dont get hot after the thermostat opens, then the pump is bad. Are you sure you removed all the air from the system as well?

might be a clog somewhere in the system too, like when people use tap water instead of real coolant and all the corrosion and what not wreaks havok on the cooling system. cheap radiators are more sensitive to this and clog up fast.
The radiator looks good no rust what so ever. The guy i bought from said he had replaced it and it looks new. Anything else besides the water pump. I know the head aint the problem because it got rebuild a couple months back.
