no, I am not saying that. if he sue's the police and wins. i can gaurentee his life won't be that much fun in his town. he might want to consult a lawyer, weigh in his options and approach it that way.
if he wins and then he is continually harassed by the local PD then he need only document all of it and present it and win yet another court case
a government should fear its people, not the other way around
