He should contact a lawyer. If no charges were pressed and target wiped there hands of them then he should, legally, be under no obligation to pay a penny.

I got caught & detained for shoplifting when I was 15 or so and after the security gave me a bit of a scare and my mom came pick me up I never heard from anyone about it again.
