Default Starting problems

Ok here is the deal my 93 Civic has a starting issue. When I get in sometimes i click the key over and I don't get anything no movement from the starter and it won't start. The starter doesn't even make a sound. So i figured it was the starter but here comes the weird part. It only does it on occasion like yesterday it did it twice and it took me probably 50 turns of the key to get it to start. Other times I get in and it fires right up. So this is making me wonder if it is the ignition switch simply not always powering up the starter? or is it a bad starter solnoid? Either way I can replace them I just don't want to spend money i don't have to or get stuck in a parking lot for 15 minutes like yesterday Thanks in advance.
