All PhD programs (at least in engineering) do this. I just finished my masters for BME this year on the PhD track. Its kinda gimmicky in what differentiates you from a masters student is the 90 credit hours extra research you put in after the first year.
Although if you drop out of the PhD program you can fallback on the Masters, so its not all that bad.
