rack looks good, just be careful not to damage your bike with it, sometimes the clamps can bend the tubing if its aluminum, or the wheel can bend if it isnt secure enough, mostly problems on older racks when full suspension just came out, but be careful its a costly mistake
Yeah, I would get the reflectors, but that's money I can use for something else. It's not even on my list. As for the tube bending, the bike is a cheap mongoose and I'm guessing it's made of steel. It's heavy as shit. haha. Kinda a workout getting it on there.

You'll be fine. Just get a nice bike that doesn't weigh too much. Putting a road bike would be pretty easy.
