They can, but they wouldn't dare. Everyone thinks the electoral college dicked us over in '00, but they were just doing what they're supposed to--voting with the majority in their state. They don't just override the popular vote, they represent their state's popular vote.
Why is it then, that we even need an electoral college? Why can't elections be based off the majority vote. Do we really need a middle man?
