make a partition that is less than 32gb in size if you want to format fat32. or use a 3rd party utility to format it.

If you're going to use an external hard drive to access files from a Mac and PC, format the drive on a PC, and your cross platform experience will be more trouble-free.
macs seeing pcs better is irrelevant since it's not a pc. just a hdd.
