My aunt dealt with the exact same problem with a family that rented the house adjacent to theirs.
The law is virtually identical up there. So, my aunt mailed a letter clearly advising the new tenant of the situation via certified return receipt, cc'ing the county Animal Control Dept. in the process.
From that point on, when the dogs became a nuisance, they called Animal Control and the dogs were removed from the property.
The owners had to pay a fine to retrieve their dogs from the County. By the third offense, they finally made good on the promise to send the dogs to obedience school. The problem was resolved completely in less than 2 months.
1st offense here, i think he just gets a warning from the town.
2nd offense, fine up to $50 and/or not more than 15 days imprisonment
each subsequent offense within 30 days, fine of at least $50 and/or imprisonment up to 15 days
they will take the dogs but i dont want it to come to that. i dont expect the dogs to never bark again (although anti-bark collars would be nice) but it would be nice if i could enjoy my backyard ever without getting barked at.
the problem as i see it really comes down to negligence... he puts the dogs out in the morning, they are outside pretty much all day and they get no human attention. i dont doubt that they are barking for attention and not as a deffensive/offensive bark but i dont think it should be my job to go pet them and talk to them every time i want to spend some time outside.
and with the baby on the way, i really dont want to have to deal with it when we have a sleeping baby... so im probably going to have to end up talking to him about it at some point, i just hope it stays civil.
